Taking over troubled delivery and preparing the next manager
I built daily controls around actions, due dates, briefings, deliverables, and follow-through. I connected that rhythm to funding, procurement, logistics, staffing, travel, subcontracts, technical work, and customer actions. I worked directly with program managers, analysts, procurement and logistics staff, subcontract administrators, technical personnel, and customer representatives, and I brought decisions outside my authority to the people who could make them.
The dashboard I built and used showed the new obligations I directly managed in green. Prior overdue work and specialist or formal decisions remained with their existing owners.
I developed a junior local manager, added temporary program-management support when demand required it, and hired, onboarded, and trained a new primary program manager. After primary responsibility moved, I continued reviewing and correcting funding information and helping program managers and analysts resolve procurement, logistics, travel, Limitation of Funds, and delivery actions through the end of the contract.
The project joined three forms of work that are often treated separately: stabilizing active delivery, building an operating rhythm, and preparing the next manager while the work continued.

Current software work
From professional work to an inspectable record
One body of evidence rarely appears only once. The same episode may need a short homepage account, a detailed case study, a chronological entry, a factual CV statement, and selected supporting evidence. Those forms should differ because readers use them for different purposes. They still need to describe the same work.
This portfolio helps a reader judge whether to continue a hiring conversation, and for what responsibility. The representations begin with the work and the evidence available to describe it.

Taking over troubled delivery and preparing the next manager
Assigned responsibility
After months supporting the existing manager, I was directed to take over troubled delivery with a backlog, recurring complaints and unclear obligations.
Operating control
Daily reviews tied actions, due dates and deliverables to the people, funding, procurement and technical work needed for delivery.
Bounded result
Every new obligation under my control after takeover was delivered early or on time, approved, and above standard. Work already overdue before takeover is excluded.
Preparing the next manager
I developed management capacity, hired and trained a new primary manager, transferred responsibility and continued substantive support.
Other people’s authority
Specialists, customers and formal decision owners retained their own responsibilities.

Taking over troubled delivery and preparing the next manager
I built daily controls around actions, due dates, briefings, deliverables and follow-through. I connected them to funding, procurement, staffing, technical work and customer actions. I worked with the people responsible for those dependencies and brought decisions outside my authority to the people who could make them.
Every new obligation under my control after takeover was delivered early or on time, approved, and above standard. That result excludes work already overdue before takeover.
I developed a junior manager, added temporary support, and hired, onboarded and trained a new primary manager. After transferring primary responsibility, I continued reviewing funding information and helping resolve procurement, logistics, travel and delivery actions through the end of the contract.
Specialists, customers, contracting and funding authorities, and other managers retained their own work and decisions.
Directed to take primary responsibility for troubled active delivery; established daily operating controls and delivered every new obligation under my control after takeover early or on time, approved, and above standard. Developed a junior manager, added temporary support, hired and prepared a new primary manager, then transferred primary responsibility while continuing substantive funding and delivery support.
Result excludes work already overdue before takeover; other owners retained their decisions.
My retained account covers the takeover, operating controls, and the new obligations under my control.
Management transfer and continued work
A later clarification records the manager-development work and the substantive support that continued after primary responsibility moved.
Independent inspection limit
The original dashboard is not retained for independent inspection, so the delivery result remains supported by my retained account rather than by that original artifact.
The work precedes the record. I review the available traces before deciding what an account can support and how to present it.

Events and present conditions
Delivery was already in motion: a backlog, customer complaints and work that depended on several teams.
2 Observations, records and artifacts
Establish the available traces
Firsthand knowledge, documentary records, artifacts and retained outputs can each contribute evidence. They are not interchangeable.

6 Deterministic checks
Test explicit conditions
Records and relationships
Does the output resolve to the correct case and related records?
Routes, exposure and controls
Do links, authorized detail and interactions follow the stated rules?
A passing check answers the condition tested.
7 Rendered / bounded reader contact
Inspect what the page communicates
Does the result sound as though it includes the inherited backlog? Does “handoff” suggest my contribution stopped?
I inspect the rendered page. Bounded reader or owner feedback can reveal misunderstanding that source-level checks cannot settle.
Feedback informs the representation; it does not rewrite the facts.
8 Human judgment
Accept
I accept the supported account, authorized detail and rendered result. Release approval is a separate later decision.
Locate the mismatch
Repair the earliest layer demonstrated wrong, regenerate the affected output and inspect it again.
AI can accelerate analysis, drafting and implementation; plausibility does not establish evidence, fit for purpose or approval.
Implemented components
What I built and operate
I maintain a structured record for each case. The common record holds the facts and relationships that should remain stable, including where the work belongs in the career sequence and how it connects to the Timeline, CV, Research, Evidence, and related cases. Separate public and invited text can then provide different amounts of context without changing the underlying event.
Schemas define the information each record should contain and how the records relate. Workflow tracking shows where an item stands. Python utilities and page generators turn the maintained material into project cards, full cases, routes, and public and invited pages. The editor links each visible passage back to the text it was generated from. Automated checks catch specific problems such as missing records, broken relationships, wrong routes, details appearing in the wrong reader view, and controls that do not match the content behind them.
AI assistants help analyze source material, draft and revise text, implement changes, and test results. The software can verify many explicit conditions, but it cannot decide whether a page gives an unfamiliar reader the right understanding. I inspect the rendered pages, decide which facts are supported, choose what each audience should see, and approve what is ready to release.

Qualifying on a command-and-control suite and leading its production environment
The course did not introduce me to troubleshooting, production support, server administration, or fault isolation. It qualified and tested me on one command-and-control platform. In the lab, I built the suite from the ground up, maintained it, and isolated dozens of hard faults. I finished with near-perfect written scores and perfect lab marks.
Production divided the work among engineers, maintainers, technicians, operators, cybersecurity personnel, and inspectors. I led the systems-administration section, set priorities, repaired procedures, coordinated engineering support, and led two major upgrades through 18 phases and 1,200 tasks while the suite remained in service. The team also prepared for cyber-readiness inspections, supported strategic exercises, restored outages, and maintained continuity when ordinary systems and assumptions were treated as unavailable.
Engineers, maintainers, technicians, operators, cybersecurity personnel, and inspectors retained their specialist work. I used substantive technical understanding to lead the section, connect their work, and keep production support moving while missions depended on the environment. The course showed what I could demonstrate under controlled conditions. The assignment showed how that understanding held up through failure, change, inspection, and continuity demands.

Inherited federal portfolio reconstruction
Delivery, controls and transitionI inherited a technical portfolio whose administrative structure did not match the information needed to manage the work. Two clients depended on five blurred delivery lines. The inherited documentation did not provide a dependable picture of funding, staffing, completed purchases, logistics, or purchases still in progress. I reconstructed that operating picture while maintaining client delivery. Ultimately, I regained the clients' trust and earned their contract renewal.Inspect projectClose project
Reconstructing the financial and operating picture for five federal delivery lines
Funding sat inside one administrative project across labor, travel, materials, and other direct-cost categories. That total did not show how each delivery line was funded or what each government lead needed to know. I worked through the contract structure and source records with the people who knew the work, reconstructed funding from the underlying government funding documents, and rebuilt actual-cost accounting by government lead, delivery line, and fiscal option year.
I kept execution and procurement moving while I reconciled the records and treated the five delivery lines as the working units behind the administrative total. The reconstructed view gave me a practical basis for following costs, staffing, purchases, and delivery by the lines the customers and delivery teams used.
Government project leads retained customer and funding authority. I gave them a more dependable account of the work and communicated directly about what delivery required. Those conversations recovered their trust and secured their business for the renewed contract.

QA reconstruction and evaluator development
Technical and operational leadershipDelivery, controls and transitionCapability and people developmentWhile working an audit discrepancy as the communications quality-assurance lead, I uncovered a required memo was missing. The memo was easy to replace. The important finding showed that the wider program could no longer reliably connect governing requirements to inspection evidence. I rebuilt the inspection routines and prepared seven evaluator teams, which completed 138 equipment evaluations and 53 personnel evaluations across five work centers.Inspect projectClose project
Rebuilding the inspection basis and preparing evaluator teams
Earlier disruption and turnover had left many of the records behind the programs missing, and the organization had continued operating without rebuilding a dependable inspection basis. I treated the missing memo as a clue, checked the wider program, and found the same class of evidence gap across it.
I worked through the governing regulations and inspection sources, extracted mandatory requirements, mapped them to the evidence that should demonstrate them, and rebuilt the routines for assigning deficiencies, reviewing evidence, following corrections, and keeping unresolved items visible. Missing evidence and open deficiencies stayed visible until the responsible office corrected them, an authorized leader accepted the condition, or the item was legitimately left open.
The evaluators performed the reviews, work centers owned their corrections, and responsible leaders made the acceptance and readiness decisions. I reconstructed the program, prepared the evaluators, and built reporting that showed findings and follow-through across 43 teams and four units. That reporting helped close an 11-month deficiency, and the performance record attributes an estimated 102 recurring labor hours saved each month to the combined work.
The project mattered because the answer was not for me to perform every inspection. I built a dependable basis other people could use to inspect the work, document what remained open, correct deficiencies, and make the decisions that belonged to them.

The program extended its reach through the facilitators. I created the development plan and led the program; the facilitators taught the workshops, worked with the participants, and carried the practice into the sessions they delivered.
The program contributed to wing-level team recognition for the work. Its professional significance is the transfer of capability: I designed the preparation and created the conditions for other people to perform the work themselves.

Functional-area model revision
Research and designI began an early doctoral study expecting the literature to support a straightforward map of business departments. It did not. I revised the diagrams, reframed the inquiry around management functions, learning, and organizational context, and kept the questions the assignment did not settle.Inspect projectClose project
Revising a management model when the literature resisted the expected categories
The project began with a research question about what constituted a business functional area. My initial model assumed that the scholarship would support a relatively clean categorical list. As I reviewed the sources, that structure became less defensible.
I changed the conceptual representation rather than forcing the literature into the diagram I had expected to build. The submission preserved the literature review, revised concepts, and unresolved questions. The result was a better-bounded inquiry and a clearer account of where the evidence resisted the original model.
Revision was the work. The study demonstrates constructive research by changing the model and the question when the sources resisted the expected structure, while carrying the unresolved parts forward for further inquiry.

DNS service restoration
Direct technical workWhen pay and portal services failed for 2,500 users, I traced the outage to a DNS configuration fault and restored access. Restoring pay and portal access after a DNS configuration fault
By that reporting period, I had spent about fifteen years in paid technical work across systems administration, network security, distributed systems, upgrades, and service restoration. The local environment was specific to the assignment, but DNS dependencies, configuration control, and fault isolation were established parts of my practice.
I diagnosed the configuration fault, corrected it, and restored the services for 2,500 users. This compact case belongs beside the larger projects because technical judgment can be demonstrated through one restored production service as clearly as through a major program.
